Can PBBans detect people who are using Riva Tuner or other such hardware controls to remove foliage? I'm suspecting several players of using this tweek/hack and trying to determine the best way of confirming it before dealing with it.

PBSS would be the best way to confirm graphical anomalies, if there is missing foliage, where you know there should be.
I would be careful to label RivaTuner as an application for cheaters, it is indeed very powerful and maybe too much so for its own good, but every major GPU distributor has a watered down RivaTuner branded application out. EVGA precision, MSI afterburner are all watered down versions of RivaTuner. Mostly used to make overclocking profiles and dynamic fan adjustments.

I don't want to jump to conclusions here ... From what I've been reading, Riva Tuner can be used to remove all foliage (grass, leaves, etc.) Are there any native graphics drivers that can do this? I know we can turn down detail, but I've never played on a system that could actually remove all detail. You're best bet is to get PBSS of the players you suspect and submit them for review: http://www.pbbans.com/forums/screenshot-review-area-f117.html
a PBSS similar to the link you provided, would most likely receive a ban, if it came from a streaming server of course. But I am not a staff member and I'm not sure they would comment on this outside of the SGA forums. I was just commenting on the fact that detecting players running RivaTuner would be no use because of its other uses, and dominance in the overclocking arena.

and there you have it, get some PBSS and submit them if you believe they are using that aspect of RivaTuner
