Need Help With WebtoolPB Webtool doesn't work

My server has the Coop Warfare Mod, so I have all the usual folders under FEAR, and I also have the "CoopWarfare_User" folder. The "CoopWarfare_User" folder also has a separate "PB" folder. (subdirectory of CoopWarfare_User)
Working just within the "CoopWarfare_User/pb/" folder, I went to add the lines to the "pbsv.cfg". This file wasn't there, so I created one (using Notepad), as outlined in online manual. Here are the lines I added:
pb_sv_httpPort 27800
pb_sv_httpAddr xx.65.18.xx
pb_sv_httpKey -password-

When the server is running Coop Mod, the Webtool works fine.

I decided to edit the "pbsv.cfg" file for just the FEAR. (/.../FEAR/pb/)
The "pbsv.cfg" file was already there, so I opened it using Notepad. I noticed it has many more lines, but I simply added the above three lines and saved it. (*see copy below)
Then I restarted the server, in DM mode, but Webtool will not work.
The port can't be the problem because it works in Coop Mod. FWIW, I 've tried different ports.
I checked the "pbsvgame.cfg", and it's set to "1", so PB appears to be running.

Any ideas as to why Webtool works for Coop Mod and not for any other game mode?

LOL...Well... A good server Admin knows how to utilize his resources.
And being that it's a totally different domain, I didn't consider this a cross-post. :D

I did get it fixed tho, and I'm so happy about that.

No. As an Olde Phart, I know just enough to be dangerous. I read http://www.fragvalley.nl/users/schaap2k/FearServerHowto/
