Surf with a proxy to the clansites you suspect of looting your ip.

Are you sure your IP is static. Most providers give out a static-dynamic IP, which changes when your modem gets offline for a period longer than the DHCP-lease time.

It's not stealing unless you gotta pay more money if your connection generated too much traffic. As for private property: Do you pay for your static IP or not? Because if it's unpaid for and static dynamic, you can't call it property.
btw: Your IP has all to do with the outside world. It's like your house address, but it's not a street, but a number for a computernetwork called internet.
If your IP gets spoofed, it's like someone sending a letter, with your address as a sender on it. Most of the time you won't notice, unless you get into trouble for it. I know this is quite black&white, but you shouldn't have to worry since here they don't ban IP's and if you surf through a proxy it's quite hard to be banned on a site too.
By spoofing your IP, they don't tap into your network.
Some tips:
- get yourself a real static IP (in the Netherlands they cost about 25€ / month), they can still be spoofed, but then you got a lot more ground if you want to take action against someone spoofing your IP.
- surf the internet (especially clansites) with an anonymous proxy, or Torpark.
- secure your own network
- even if you have only 1 computer, get a good router as a hardware firewall
