The devs have spent the last 1.5 years working on the anti-cheat system and securing everything as much as possible so that we can do our best to provide a cheat-free experience for the players. We cannot undo this and expose the system to tampering to allow for things such as custom RCON tools because that would completely go against what we're trying to achieve. I don't know exactly what tools will be available for admins for C3MP but I do know that they've also been improved as part of the general improvements to the anti-cheat system.
The second part was merely an observation, not an answer. As i understand it, there was at least one popular admin/RCON tool developed. How that translates to C3MP is yet to be determined as i'm unsure if that's a possibility, or if it's even necessary. But please understand that above all, we are focusing 100% of our attention on making the experience as cheat-free as possible.

Hello my fellow mycrysis goers,
I come bearing news; news of Crytek's anti-cheat measures in regards to Crysis 3. The details are somewhat vague, as its' in the making, but they're good details none-the-less!
1. Crytek and EA have selected several non-hacking individuals from the community to test the anti cheat in Crysis 3.This testing phase has not yet started.
2. Crytek has put a significantly larger amount of work into the cheat-engine for Crysis 3.
Hopefully, we can get more information from Cry-Tom. He's generously given me this after copious amounts of pestering. If I get any more information (sorry Cry-Tom, you know what's going to happen) I will quickly update this post and say so in the title with a date tag.
Hope their anticheat solution works out for them...
