It's a bug caused by the latest patch. Server admins can disable restriction kicks by using their favorite RCON tool and send pb_sv_restrictions 0 which will stop PB from kicking anyone for the number restriction kicks it employs. They can also edit the pbsv.cfg directly and restart PB or the server.
When you wish to re-enable them just change it back to pb_sv_restrictions 1
